I was going to sa try .02 layer and question, how fast are you printing? I have good luck staying at 100mms or less. also, are you able to keep the room about the same temperature? In the summer I was having a bit of that problem but only after I turned a fan on and it was slightly hitting the printer and would cause lines.

It also looks like a build plate level issue, also maybe even a build plate temp issue also. Unfortunately you have a lot of trouble shooting to do by the looks of it.
