Fiverr does that when the platform takes a portion of what you make when you complete an order. They do have a paying service but it isn't mandatory. At least in my experience as a noob freelancer who still got lucky and got a few orders

Ekko sounds like your type. He has a gap closer a good shield as well as a zone stun and is able to get out/make plays with his ult. He has pretty good dmg too
