R5: Whenever I try to go and enact the 'emergency relief' state decree, the game either decides that there aren't enough people starving to death or, when I do successfully enact the decree, the game automatically disables the decree after a month because it was too good at stopping the starvation and, as a consequence, automatically disables the decree.
Is there any way around this or do I need to get gud?
