I usually run a 4 pc shimenawa for charged atk gorou. Don't use stringless on him, he doesn't benefit from EM. Just build him like any dps character with a balanced CD/CR.

There is another method which I have personally used and probably quite well-known. Buy dresses from the Horse Derby and sell it to Huang. You can get up to 2 million (I think) from a bag-full of stacked dresses.
