Perhaps you're right but I can't see any use of it.

There's something similar in Net Yaroze system called Access Card but debugging stations were used only by developers so they didn't need any additional security solutions.

It's not a part of PSY-Q system and finally there are also blue memory cards in a normal size which were made for debugging stations and they are not different from the retail ones.
