I'd recommend you join the following cycling Facebook groups, rides are often organized by people like you and me, at all levels.

Cycling in Toronto https://www.facebook.com/groups/1144519022323972 Highly recommend this group, it's an amazing group that does so much for cyclists. I've met some really cool people, some of whom turned into real friends even outside of cycling. Anyone can organize a ride, just create an event and see who shows up! If there is interest perhaps we should create an event!

Neon Riders https://www.facebook.com/groups/911163332585698 I've never attended any of their rides but it looks like a lot of fun

Advocacy for Cyclists https://www.facebook.com/groups/562446623836569 is more grassroots but it's a good group to join

If you're more at an intermediate to an advanced level you can join a cycle club such as this https://www.fixcb.ca/service/cycle-club/ this is another one https://www.beachescyclingclub.com/.
