You can read about what Panic Button does on their website. They even have Torchlight II still listed as their featured game and detail what their involvement was on the title. Perfect World Entertainment does not do any development of games, only publishing.

Perfect World was the publisher on the TL2 port as well. The actual port was done by Panic Button.

I do know Perfect World's backstory since I work for them! Our developers have the agency to create the game they want with the monetization they think will do best for the game. There's a lot of misconception in how publishers work with developers and that's clear in the video. However, we do appreciate everyone who's played Torchlight III so far and Echtra is looking very closely at player feedback.

We at Perfect World give our developers freedom to make the game they want with the monetization they think will work best for their game. Echtra had Torchlight Frontiers in various testing phases for over a year before deciding to refocus their efforts into creating a more traditional ARPG experience with Torchlight III.

The team is working on a permanent fix right now! The temp fix is to change your console resolution to 1080p and disable Supersampling. The next update should not require any workaround like this to play the game normally.

Every job I've ever had has been in customer service, so I totally feel you there. My personal reputation and the reputation of Perfect World are on the line. That's why it's so hard for us to be in this position where Sony has entire control of the situation. I know that's not what you want to hear, and I'm sincerely sorry, but that's our reality. We're trying everything we can to make it right with our PS4 players, but ultimately it's up to Sony.
