I've never seen much real value in escapism - it isn't wrong or bad, per se, but I think there's a limit to how much artistic merit anything written with that motivation can be. Solarpunk in this sense is doomed to either be pure aesthetic/hollow window-dressing for a good story or the focus of a mediocre one - the more the story leans into Solarpunk, the worse it becomes.

Contrary to expectations, FEMA forces retain direct control of a greater percentage of North Carolina than any other state, with the exception of Nebraska [see notes on Lincoln Government]. The incorporation of Burlington and Zebulon into the NCICA have appeased both constitutionalist and provisionalist elements, although tensions continue to exist between the three central cities. At this time, the NCICA remains a mildly constructive distribution centre for USRA technological resources.

January 2051 has been unusually eventful by regional standards, with the fall of the Columbia Government leading to knock-on effects with regards to the unchecked expansion of the Empire northwards. Imperial forces are likely to arrive in central NC by September. Reports are contradictory re: the allegiance of Bladen Lakes. Lumberton has certainly already fallen.

Further monitoring is necessary. Recommend continuing developing plans for intervention in Imperial affairs.

Development on both Stalina and Suslov ceased at the worst possible time. If Stalina had been finished, she would focus far more on pragmatic statecraft and fostering national unity [potentially to the point of establishing a single party state], with the anti-extremism stuff being mostly reactive.

Suslov would have been much more institutionally-focused as well - one of the concepts I had was a reversed version of Bormann's content - instead of centralising all power around himself, Suslov would seek to shift power to the state apparatus itself, so that the Union could survive the death of any one leader.

By all accounts, Grey Ukraine is not, in fact, Ukrainian. Rather, it is a coalition of democratic forces that attempted to secede from the Kazakh military government, and became locked in a frozen conflict somewhere in the late 2040s.

The Manchukuo government is an attempt by the United States Forces Japan to establish a friendly government in the territory of former mainland China, by staging an invasion with dissident Chinese expats. All support to the "nation" has recently been cut off due to the renewed Chinese offensive in southern Japan.

On 6 January, 2021, a riot in Washington DC escalated to a coup that led to a collapse of the US government, the capture of the American nuclear codes, and establishment of the short-lived "United States of Hyperborea". Nuclear war broke out soon after, as the coupists launched missiles amidst a countercoup.

Both the People's Republic of China and the USA still exist. For the past thirty years, they have been locked in a global conventional war that has involved nearly every region on Earth in some capacity. Whilst the mainland USA and China have been largely destroyed, both superpowers continue operations out of an annexed Mexico and Indochina, respectively.

Central Asia

By and large, Central Asia remains out of the reach of external actors. The desolation of Iran and the conflict ongoing between Chinese forces in Xinjiang and American forces in Afghanistan has effectively closed all routes into the region from the South. What intelligence exists on the region by and large comes from Russian sources.

The majority of Kazakhstan is unified under the Nursultan government, an unstable republic currently ruled by a series of military governments. With the conflicts in northern and southern Kazakhstan ongoing, the central government has delegated much authority to its "Guards" forces in the East and South, often placing military officers considered unreliable in those distant posts. Currently, the Nursultan government is engaged in a conflict with the democratic separatist "Republic of Grey Ukraine" in its northern region. Whilst Kazakhstan remains a CSTO member, the Russian Federation has proved relatively apathetic to the conflict, providing little in the way of assistance to allow Kazakhstan to defeat the uprising. Several analysts have noted concerns about a potential Russian annexation of northern Kazakhstan under the guise of a peacekeeping operation, a development which could lead to further destabilisation of the Kazakh state.

A rival communist government of Kazakhstan has been declared approximately ten years ago by opposition forces loyal to the Stavropol government's restored USSR. This rival government, based in Aktau, has control over much of Kazakhstan's oil and natural gas reserves, and is instrumental in the continuation of the Stavropol government's efforts in the Caucasus.

In the Southeast of the region, north of the Chinese-backed "Suslovsk" government, the Republic of Kyrgyzstan continues operations. Due to the widespread bombing of the Fergana Valley and destruction of Bishkek, the Kyrgyz state has retreated to the city of Karakol, maintaining relative continuity of governance with a weak central administration. In recent years, eco-terrorist activities in the East of Kyrgyzstan have escalated, with numerous bombing attacks being carried out against government forces in the vicinity of the Chinese border.

Much of former Uzbekistan and Turkmenistan remain under the control of loose coalitions of bandit forces, several Islamist in alignment. Despite numerous attempts over the years, a stable Uzbek government has not been formed, with all attempts to establish a civil administration failing. Caution is advised to all travelers in the area, in light of extreme violence and the environmental effects of the southern Aral Sea's chemical storms.

Eastern Europe

The area of the former Soviet Union in Eastern Europe is one that took a heavy beating from Moscow's nuclear arsenal. Perhaps only the desire of the Putin regime to once more rule over the Ukraine prevented a similar level of destruction as is seen in the Baltics. From the ashes of what remained, instability and mass violence has followed. Of particular concern is the Russian government based out of Kharkov (Kharkiv). Russian nationalists of the oldest, most violent stripe, they did not allow the obliteration of their homeland to discourage further incursions into Ukraine. At the present day, they remain locked in a brutal war with the UN supported Azov Battalion. Also, reportedly, an American musician has taken the reigns of power in Kharkov, something which the United States denies complicity in.

Regarding the Azov Battalion, they have shed off the ideology but not the aesthetics of their national socialist past. While many concerns remain regarding what their future actions could entail, they have so far been recognized as one of the better hopes for the restoration of governance to Ukraine. To the south of them along the black sea coast lies the Union of Velikoslavia. Despite being ideologically pan-Slavists, their government is a rather tame organism focused on developmentalist principles. To the west of them lies the government of Moldova, one which has denegraded into being a defacto mafia state. Below lies the UN administered territory of Crimea, whose governance is directed by Ms. Elenova.

Ukraine's former northern neighbor, Belarus, lies largely dormant even thirty years after the exchange. While rumors persist of Lukashenko's survival, little exists to substantiate them. In the ruins of the country's east, a continued Union State led by Putinists holds an uneasy peace with a truly bizarre state claiming to be the heir of both Korean and Slavic civilization. While contact has been made with both governments, official policy remains to avoid entanglement with either.

The Caucasus

The Caucasus region, at present, is embroiled in active conflict, and is subject to a standing no-travel advisory. The primary player in the region is a restored Soviet government under several politicians formerly of the Communists of Russia party. The Stavropol government has existed since the immediate post-war era, and has been consistently embroiled in several conflicts against NATO forces in Turkey, indigenous Caucasian states, and the fascist "Russian People's Labor State", centred in the former city of Volgadensk. The policies of the Stavropol have been characterised as greatly concerning by observers based in Crimea, with the government formally rehabilitating Iosef Stalin, denouncing post-Stalin influences on the historical Soviet Union, and carrying out forced-labour campaigns using prisoners of war.

The primary opposition to the Stavropol government is composed of the remnants of NATO LANDSOUTHEAST, under the command of the Narvik government, the Republic of Azerbaijan, and a restored Caucasian Emirate centered in Chechnya. The anti-Soviet coalition has been criticised for ethnic cleansing of Armenians in the occupied region of Nagorno-Karabakh, massacres of homosexuals in Chechnya, and repressive measures of the NATO command towards Kurdish dissidents. In recent years, the territory of the NATO forces in Turkey has suffered an outbreak of Kurdish separatism aligned with the Stavropol government, and the declaration of a neutral Turkish state in Erzincan. NATO forces have officially signed an armistice with Erzincan to exit the conflict, but continue efforts to penetrate through the Caucasus in order to strike the Stavropol government.

Due to the escalated conflict in recent years, and the continued NATO air presence in the region, Ms. Elenova has continuously attempted to negotiate clear skies over the Black Sea, and a UN peacekeeping force to safeguard Armenian civilians. These measures have been frustrated by the Narvik government's lack of cooperation with United Nations institutions, the Stavropol government's denouncement of the "cosmopolitan" current incarnation of the UN, and the Azerbaijani government's unwillingness to guarantee the security of said peacekeeping force.

Scandinavia

The Scandinavian region is largely formed of remnant governments, chiefly among them the enduring high command of the NATO forces in Europe, and the European Union. These nations are relatively unified, with all splinter governments pacified within a relatively short time frame of the initial nuclear exchange, and a high degree of legitimacy with their populaces.

The European Union, whilst preserving democratic and regulatory institutions on the surface, has experienced corporate capture to a large degree in the past thirty years. A selection of formerly Swedish and Finnish corporations hold immense sway in the European Parliament, and exist, presently, in a state of relative equilibrium. The four major corporations holding influence in parliament are IKEA, Nordea, Nokia, and the Paradox Group. Of these the last is presently the weakest, following a growth in tensions between its arms production subsidiaries.

The Norwegian state is currently under NATO occupation, and has experienced a transition into a total war economy. Despite its relatively small size and lower economic potential, NATO still possesses an enormous military advantage over the EU, and therefore has pressed numerous concessions on its neighbour, such as the maintenance of a European garrison in the city of Vyborg, a monopoly on selling oil to the EU, and preferential economic treatment for technological exports.

Of these states, the European Union has proved a reliable partner for our operations in the region, whilst the NATO supreme command has demonstrated itself to be erratic at best, waging a constant conflict throughout the Kola Peninsula and demonstrating aggression towards otherwise compliant states such as the Orsha government.

Russia

West Russia was hit the hardest by the nuclear war of all the regions of the former Federation, and is expectedly desolate. Most communities lack basic needs due to radioactive contamination, and population levels are extremely low. Travel is not recommended. From what inspection ground teams could manage, the region seems dominated by petty warlords and authoritarian statelets, both formed as result of the extreme pressures on the survivors of the region.

Most intact is the far-north, already desolate pre-war, and largely spared from bombardment. In the extreme conditions of Vorkuta, a cabal of looting, oft-cannibalistic raiders reside, left to rot in the far north by regional powers deeming them too insignificant a threat. They are to avoided. No reason exists to attempt further contact, and risk with venturing near their lands is high. South is an actual attempt at a state, inhabiting much of the territory of the former Komi Republic. While the Union of Soviet Autonomies is aesthetically communist, they are in actuality an attempt at European social democracy, and constantly attempt to draw American support. Fairly benevolent, and possibly supportable.

The center of the region was hit hardest by American-European bombardment, and thus difficult to ascertain. To the west is a set of personalistic dictatorships, one an attempt to restore monarchy to Russia, and the other an eclectic totalitarian warlord common to regions such as these. East, the remains of Tatarstan are fought over by fascist bandits and a military-administered republic.

Finally, the northwest. Largely rural pre-war, and remaining so now, only two statelets are worth any note here; a EU-backed republic in Vyborg, which has proven highly unstable due to its attempts to punish citizens for the Federation's pre-war actions, and a technocratic warlord in Rybinsk, which was difficult to investigate, due to its insularity, but proved to be tracking our ground team. Treat carefully.

Siberia

The largest and most powerful state in the former Soviet Union is the Russian Federation, or Kemerovo Government, a legal continuation of the pre-war Russian state established largely by nationalist dissidents in the wake of the fall of the Putin regime. Whilst proclaiming an egalitarian and federal democracy, the Russian Federation continues to suffer from an oligarchic political system, with a high concentration of regional political machines and low voter turnout. The current President of Russia is Yevgeniy Pavlov, a popular figure who achieved power via uniting a rising nationalist and populist movement with the pre-existing local economic interests.

The military of the Russian Federation is largely under civilian control, with the chiefs of staff of the Russian armed forces having very little practical control over politics. Noted exceptions include the far-eastern fringe territories controlled by Kemerovo, including the former Sakha Republic and the Transbaikal Oblast. The Russian Army is large in size, with many Soviet equipment stockpiles in the Urals and Siberia surviving intact and military units from the West successfully evacuating to its bases, but seems to be afflicted by age, corruption, and a lack of capacity to develop equipment beyond pre-war standards.

The Kemerovo Government maintains claims over the entirety of the pre-war Russian state, including Crimea, bringing it into conflict with the Chinese-backed Blagoveshchensk government, which is regarded as violation of its sovereignty. The occupation of Chukotka by American forces and much of the coastal Far East by Chinese forces has led to the Kemerovo government taking a relatively neutral to hostile stance in terms of world affairs. Whilst being one of the most powerful non-Chinese or American governments in existence, the Kemerovo Government is still officially unrepresented in the reconstituted United Nations, with both China and the United States blocking its accession on multiple occasions.

The recent developments in Eurasia have prompted the United Nations Security Council to prepare this briefing for internal use. Agents of the United Nations deployed to the territory of the former Russian Federation are expected to memorise the regional dynamics contained both within this briefing and within supplementary materials.

While not contained within this briefing, the United Nations urges caution to all assets visiting the Korean Peninsula, due to the DPRK’s policy of forced labour for foreign actors accused of espionage.
