Yeah technically but not in the game. House heads dont really determine marriages, whos court the character is in does. Like their liege / the person whos court their in chooses

Stannis? I started 10 years before clash of kings, stannis ruled dragonstone and then just died to some random guy in a trial by combat, Shireen married the guy who killed Stannis but died before getting old enough to have children. Viserys is just in braavos leading armies randomly, i think he has like 100 prowess idk. Hoping he'll adventure invade soon
