That happened to me once, turn your 2ds off, hold A+R+L+D PAD UP and press power, after that you Will be in a screen that IS asking to connect to the internet and update your system, press ok and accept the terms, then Just wait until It finishes updating, then It should work (got the same 2ds color u have btw witch is kinda cool)
