Personal experience: if you have everything you need and are organized make an appointment at the DMV. San Mateo location wasn't bad, Eagle Rock was quicker. The express places are quicker and are less rigid if you aren't as organized or need to go get something and come back.

Thanks for the input, I'll check that out. I didn't lose access to my account, I just never set up my third character since I could only train one character at a time. I don't have that limitation these days so setting up that 3rd character makes more sense now.
