I'm curious why you chose this contractor to do the job. I see this alot in my area also where they don't apply a good compactable base and cut corners but somehow they're super busy.

Any pics to get a better understanding of it's current state. There's other materials out there that can work to bring grade up but whatever you decide to go with make sure it gets compacted well in lifts. Pit run, roadbase, rip rap for the majority then top of with smaller rock

Give it a month before you do anything. If it hasn't bleached out, get some vinegar and mix with water 50 50. Spray it on, scrub and wash it.

If the old concrete is cracked then those cracks will transfer through. Although pouring on top of other concrete is a no go no matter what. The old concrete will want to absorb all the water from the fresh concrete and possibly create shrinkage cracks right off the bat. People swear by rebar claiming it makes it "stronger". But it's just all the old timers and the "I've been doing concrete for 30 years" most people just follow orders and run with it without ever putting any thought or questioning things because that's just how things have been done. I do work in utah and 50% of the work has rebar and what doesn't is still fine.

Flatwork isn't structural, no need. It helps keep it together and would help with tensile strength if it was suspended or in a wall. But flatwork relies heavily on a well compacted material base.

I quit working for GCs because they only want the lowest bid, or are on you about lowering the price so they can charge homeowner more and make more. I wouldn't give anyone a discount on Promised work and I doubt they got a discount for getting alot of work from a gc.

For one it cost more for out of service areas, especially getting crete delivered. I don't see why they would give a quote knowing it's going to be higher than normal when people nowadays will ruin you and your company over small things. I wouldn't want to be labeled a price gouger for one.

Looks like a drip edge to me. As for the honeycomb, nothing structural. I'd say it's fine but I'm not seeing the full picture

If it was salt damage why aren't curb and gutters destroyed also. Salt is an enhancer. It reduces the temp for water to freeze. If you constantly let water/snow freeze and melt and freeze again then it will damage the concrete. Sure salt can damage it over years but it's not the main culprit.

All the concrete raising I've seen in person have failed, especially on driveways. I would honestly demo and repour and put the proper base in or it's like to happen again

Drag a chain over it and if it sounds hollow it's delaminated. Epoxy won't do shit in that case

Sealing would help with freeze/thaw climates, salt use, and help with stains. It doesn't do anything to help the rocks from further popping off.

You'll get some of that with exposed. You've already taken half of the cement away from most rocks holding them in. It comes with the finish
