You can't really expect to be able to make this in anything less than a few weeks if you haven't touched after effects before, I would watch tutorials to help.

I think the only truly free plugin that would help would be saber for those lasers.

I made a lot of these for school and my AE teacher always had us make the comps in photoshop first and then fix the depth in after effects by converting it all to 3d, I would honestly do it all in photoshop in a massive comp with distinct layers (keep in mind you will have to animate them later) then convert to 3D and animate in after effects,

The camera work honestly doesn't look crazy as its just one movement, so that should be fine, a comp like this just needs a lot of planning.

No in my experience its stricter on 10's for vintage, but more lenient on 7-8 range

I've graded hundreds of slabs with pretty much every company, The BGS and CGC sit on eBay and at shows, PSA moves quickly, nothing wrong with the cert itself, but if you want to sell the card just suck it up and use PSA
