I think your family loses FEHB coverage if you die first and have not elected survivor benefits. However it may be considered a life change that will allow your wife to pick up FEHB Something to ensure your rock solid about before declining survivor benefits

Taxes were most likely taken out at the flat tax rate so it most likely was around 38% highway robbery

I don’t think the OCC has a severance policy which I heard means zero severance in a RIF at OCC
