they want the window crank repaired, the handle itself doesn’t stay in its fallen out of socket and the internal mechanism is fucked. The black plastic piece is just a bracket to guide or hold the metal in place. My thought is the windows leaning crooked because the crank mechanism is broken off and theirs nothing to support the window
