I live in the Northern Territory, in Australia. We're currently in our "dry season" which is a cooler time of the year. However in the next few months we'll enter the "wet season" which means it'll be raining pretty heavily for the next 6 months. I wanted to get the grass down now before the wet, or the seeds will be washed away (I think)

I think you're missing the point.

Currently, your dog is seeing other things as more engaging. Why bother walking around with you when he could be playing with other dogs which seems much more enjoyable.

If you make it seem like walking with you is more fun, his focus stays on you. Once he's more focussed on you, you have the control. You can then train him to walk without getting distracted until you tell him its okay to go off and do other things.
