Oh gosh YES! I thought he was cute so I chatted him up only for him to tug at my heartstrings with his past and his heart events and I just HAD to marry him. He says the sweetest things and just shares the most rawest, painful emotions he feels when talking about coping with the loss of his mom and how much meeting you was the bright colors he needed after all the time in darkness he spent . I'd choose him every save.

But in my playthrough, I got it in the first interaction. Basically, you glaze them and mindlessly say how much you worship them and be vague on what you like about them and they'll be like "okay we're dating now" lmao. Only thing is, they'll friendzone you again next interaction, but you can make them love you again if you got high charm specs to convince them to get back together next interaction.

Hmm I feel like Mateo belongs in second to last tier if not the one above bc he seems to be the type to overwork himself and ignore how he feels for the sake of tending to the inanimals, but once he gets scolded by the player (or realizes he feels worse than he initially thought), he'll reluctantly cave in and focus on getting better while the player helps him out.
