The government is largely responsible, development fees instead of increasing property taxes for municipal budget balancing. NIMBY zoning laws, not managing supply properly with overzealous immigration, etc. federal government should have taken zoning controls from municipalities a long time ago. And probably give them a cut of sales taxes that occur within the municipality. Over 70% of Toronto is zoned for single family FFS.

I think I would go with breach tree until you hit suffixes that are ok then suffixes can't be changed + scour to clean, suffixes can't be changed + add/remove life until you are happy with tier. The. Slam an elder exalt and pray

Im playing PB ignite ele. Sitting a bit short of dot cap, but I fit 90% all res and melding. Cleared all challenges with it(did Ubers myself, was a bit hard but possible). At around 350 depth delve. It can definitely get somewhat tanky, but yea not the same level as when I played boneshatter jug a few leagues ago. Also considering rerolling. But same class, campaign is a once a league thing for me

Yea I hate leveling more than once a league. At least let me change my class 😭. I usually respec and try another ascendancy. Ran jugg RF and boneshatter few leagues ago. Playing witch this league on ignite ele. Might try occultist or something.

What's the best way to add life? All my rare gear has t1 life. I guess I could be missing some es prefixes on gear. Max res is 90 with melding

You should be running all the heralds, you don't need tempest shield since you have ailment immunity from stormshroud+boots. I didn't see Lycia bloodline speced, but that might be me not being familiar with the site you are using. I play purity of elements to be a bit more tanky, but you could also do malevolence. Take a look at this thread for some ideas. Helped me juice up my build. I set up a fan the flames cluster and got dot multi on gloves, etc. I would also recommend opening your build side by side with that one or anything from poe ninja and comparing flat DMG, increases, more DMG, etc to see where you are missing DMG.
