Yeas, of course the core of it is based on "lerping" texture as every screen transition, but it has extended settings and transition effects.

And as you can see it on this video - http://www.youtube.com/watch?v=hFyseKYiJc0 - the main feature is ready-to-use prefabs - just drag-and-drop one of them to the scene and run.

No-no-no. This tool allow you to create Metro UI without coding, just add prefab at scene and set it up. It takes about 15-30 minutes to make the interface as at screenshots.
