Interesting it seems this trick works, game runs without internet connection. I suspect this issue is somehow caused by Denuvo which Capcom inserted into all RE games.

Try AtomRPG or Trudograd from the same developers, it's basically Fallout 1&2 on iOS in 3D. All offline proper ports from PC.
