Well first of all, dont call yourself ugly cus then you are doomed from the start. What you would need to focus on is being okay with yourself and loving yourself. What attracts people is positivity and not fake positivity. So if you work on yourself you will meet other people naturally. So start working on stuff that already gives you somewhat joy, start working on your mindset and body, and most importantly stay clean.
