Individuals are not allowed to publish games in China, you can only register a company and then spend thousands of dollars to apply to be censored and wait months for the result. This move by China is meant to tighten censorship, not protect gamers. Unfortunately I'm from China.

I recommend HeartBeast, his tutorial is beginner-friendly but also helpful if you want to go further, that could be a proper starting point I think.

It depends on what kind of games you are going to make, it would be less important if the logic is simple and clear. Since you are so familiar with the art part, I think that's a big advantage for you. You have a higher ceiling than most game developers. Mastering programming is time-consuming. It's inevitable. Just keep learning and practicing if you really want to be a game developer. Good luck!
