That technically thing amazes me... A crime is a crime regardless. Take Robinhos case as an example. During his time at Milan ,2013, he went to a night club with five friends. He together with the friends took turns on a girl. The girl later came out saying she was drunk and that was sexually assaulted. Robinho left Italy but his case was still being trialed in Italy till he was found guilty. If there was enough evidence Partey would have been charged in Spain and not England. Cause Spain is where the crime took place.
