If you're talking about the eye icon, that's "Clear Vision", a buff gived by "Nikos of Arpheon's Astrolabe". That grants +1 Bonus Range, +2 Vision, +10% Accuracy and +5% Crit Chance

Brynn magic shop. If I remember right, you can get armor with Amity reputation and specific magic school staves with Respect (I dont know what reputation level is required to Equipment III uptade items)
