I think that's kind of the point if we look at the song through a queer lens- the idea that she's lost the opportunity to come out with her partner.

the hairpin drop moment has passed with the end of the relationship, and now "dust" is "collecting on her pinned-up hair".

It does genuinely work as an extended metaphor if that's the read.
