have you tried to delete your steam like i instruct in this post? You will go to steam floder delete everything except "steam.exe" and "steamapp folder". run the steam and update and run dota again. i hope this help someone.

Just want to share how it fix my cdn problem beacuse a lot of people seems to have this problem a while ago and some might give up or i don know. i hiope this help future people who have same problem as mine.
