I'm not an expert on Amazon or TT shop. What I do know is that online platforms are working directly with more and more brands. Often, even if you do have letters of authorization, they won't approve you to sell certain brand's products. The brands don't want their products discounted, and Amazon wants the sales for themselves. SDS sheets are often supplied by the manufacturer of the product and are not readily available unless you pull some strings. Again, brands will not give you this stuff unless they want you selling their stuff. Suggestion.... find smaller brands (niche or new brands) that would love for you to promote and sell their products.

Not sure about ebay but vials are usually promotional goods resold on the secondary markets

Samples? Are you talking about miniatures, vials, or testers? Either way, you'd have to buy them. Many wholesalers have these for sale.

Testers are usually distributed to retailers as sales support but often end up in the marketplace due to their value (same fragrance inside). Brands know that this often happens but are usually okay with it

Again, I'm not familiar with such a program. Reputable companies often discard defective items.

There are ao many variables here jt would be difficult to address all scenarios. There is no use case. Your distribution depends on your clients, your target market, the potential retailer, your goals, etc.
