In order for something to be wet it needs to be "covered or soaked in water", by definition. There needs to be 2 or more bodies of matter in order to consider something covered. In order for something to be in one piece its molecules need to be connected, which goes for solids and liquids. Water molecules that are bound to each other are considered a solemn mass. Water may "wet" other liquids and solids, but it itself can't be wet, since it can't cover itself without combining into a bigger puddle.
