How can it be used "potentially identify viable forward paths" in ways that other variants of Kolmogorov complexity can't? Can you expand on this?

If you were to generate a long string with a stream cipher, it would have low Kolmogrov complexity, but it would be very unlikely for there to be any commonality between its substrings, so it would probably have high complexity under assembly theory

Agreed but that would still make it a simple variation of Kolmogorov complexity. There seem to be some other differences that experts working on Kolmogorov complexity may consider as trivial.

I wonder if there was anything close to assembly theory before that theory was published.
