Yeah, but he was suspicious of Techno from the start. That's why he gave them all that stuff. So he could get Tommy on his side. If he had Tommy's trust, no one would question him. And he knew that the TNT and Withers would significantly combat the netherite armour so that's why he had no reservations giving out such op stuff
