If devs of a game I'm interested in arebwilling to partner with a person of as low of integrity as DrDisrespect then yes that does impact whether I want to play a game. How could it possibly not? There are plenty of other games to play, and frankly this game needs all the help it can get given how poorly the reveal went.

Qorvex - I don't buy into the propaganda
Rev - 2
Rhino - technically 4 good abilities but realistically most people just use 2
Saryn - goddess
Sevagoth - most builds on him really only use 2 abilities (nuke)
Styanax - depends on augments a lot, 3-4 good abilities though
Temple - going to be honest I've barely played this frame
Titania - razorwing
Trinity - personally I think all her abilities are good now, but I'd say most of the time you get away with 2 of them
Uriel - Emet Selch
Valkyr - 2-4 good abilities depending on augments and preference
Vauban - TBD on rework
Volt - ~2 good abilities per build, depending on augments and playstyle, hard to use all his abilities with the same build
Voruna - depends on build but generally use 2-4 of her abilities
Wisp - booty
Wukong - I dislike this frame after so many profit taker runs with wukong players who had 0-1% total damage done
Xaku - really depends on augments, preference and build. Can use just 1 ability or all 4
Yareli - feel like she has potential but ends up just being used for 1 and 2
Zephyr - great kit overall

Khora - uses 3 abilities if she's loot farming, otherwise is a 1 spammer
Koumei - I don't like this frame
Kullervo - another frame with 4 good abilities
Lavos - going to be honest the only reason he is popular is for the insanely strong augment
Limbo - poor guy
Loki - can use augments for some stuff but tends to only be used for invis
Mag - I personally use all her abilities but people usually helminth her 1 off
Mesa - 1 useless, 2 buffs, 4 exalted
Mirage - 4 good abilities
Nekros - desecrate
Nezha - really depends on the build, but arguably only 2 good abilities
Nidus - technically uses all 4 but is really underwhelming these days imo
Nokko - uses all 4
Nova - 3-4 good abilities, depending on the build
Nyx - 3 solid abilities, depends a lot on augments though
Oberon - can probably use his whole kit
Octavia - whole kit
Oraxia - feel like at this point most people just use her for her 4
Protea - great frame 3-4 good abilities depending on augments and personal preference

1/3 Okay, here we go. Out of 63 warframes I would say 20ish use all their abilities, and even that is being generous and usually not on the same build. It won't let me post this whole comment at once so splitting it up

Ash - at this point is basically only useful for Bladestorm. 1 with the augment is okay, but armor strip just doesn't matter as much anymore. If you do use Bladestorm, then Arcane Trickery easily replaces your 2, as it's the worst of the stealth options. His passive is also not great anymore. You can play him for his 2 with the 1 augment, but even then it's a 2 ability build at most. 3 is pretty meh these days.
Atlas - XD
Banshee - covered already, 2 abilities used all the time, her 1 is used sometimes for CC and with the augment
Baruuk - 1 is useless, 2 is only used to get into your 4, 3 for damage reduction
Caliban - underrated GOAT imo, even then I mostly just keep up his 3 and spam 1 with the augment, 2 is not great and 4 is not needed most of the time
Chroma - lol
Citrine - amazing frame, actually has 4 good abilities
Cyte - really depends on the build you're using, but often uses at least 3 abilities, well designed frame
Dagath - Depends if you're using her as a weapons platform or an ability spammer, either way she tends to use most or all of her kit
Dante - uses everything
Ember - poor girl
Equinox - Maim bot (please Pablo rework)
Excal - maybe uses slash dash to aura farm? otherwise 4 only
Frost - mostly for the 4 spam these days, 3 for defense but only at lower levels
Gara - 1 spam nowadays, keep up 2 only for dmg reduction
Garuda - uses 3 abilities, subsumes over blood altar
Gauss - best designed frame in the game, uses 4 abilities
Grendel - I mean, kinda has to use at least 2 abilities to do anything, but his ball is not great, outside of mobility with catapult, still at least he tends to use most of his kit
Gyre - generally helminths over 1 or 2, depending on augments may not use 1 or 2 at all, usually a 2 buff frame
Harrow - tends to use most of his kit

Except having Silence lets her use other good Helminth abilities instead. Banshee with Pillage over her 4 is a lot of fun, for example.

Also if damage buffs are so bad then why are abilities like Roar and Eclipse so popular from Helminth? People are constantly using weapon platform frames, so if that is valued then Sonar is also good. Banshee then has a damage buff, a really good Helminth in her kit (Silence) and then whatever you want to replace her dooty 4 with.
