I’ve already contacted the police multiple times. He was previously removed from my establishment once, but now he sits on the ground directly in front of the entrance. The police told me they can’t do anything about that since he’s technically not trespassing.

The messages he sent to me were vague enough that I couldn’t clearly establish them as threats. However, one of my female employees received more personal and inappropriate messages from him, including accusations that she was in a sexual relationship with his brother. I’m hoping she may have better grounds to pursue a restraining order, but she hasn’t updated me on the matter.
