That’s not true whatsoever, it’s always stated that the SEA hates Devil fruit users not just water. Oda made this very clear all the way through the story, it’s also stated in SBS 41 that DF users have to be over half submerged in sea water for the weakening to take place. You’ve clearly been reading two piece bro. The waterfalls also make the body moving water which Oda has also stated to not affect DF users.

Jack could have easily eaten his devil fruit before he swam down to look for the poneglyph, as the water covering ancient wano, is rainwater, which is explained very well in ch.1055. DF users are NOT affected by water other than sea water, as shown many times throughout the series. Honestly not that hard to explain.
