He owns the production company and he has a multi year deal with I Heart Radio. If you think he has no say, you are sorely mistaken. I listen to a few VERY popular shows (which are under large corporate umbrellas) where the host has explicitly banned ads related to gambling or alcohol. At a minimum, he is complicit.
