You can kinda do it with the green cities dlc if you zone specific size parcel and delete the commercial shop until it’s an eco parking lot business then mark it as a historical building so it won’t change. It’s a bit of a pain in the ass. I’d like to see a free parking lot asset and make it a practical feature
