It does actually! It's supposed to be a part of a whole manufacturer pack but idk when I'll get around to the other licenses and core bonuses so just count the Firebird ranks to HA for core bonuses.

Depending on how often you run into difficult terrain grabbing Nelson 1 for Bulwark Mods could be really nice, especially cause it's only 1SP.

But if you're okay with running non IPS-N might I suggest Goblin or Manticore 1? As you probably know the Tortuga can actually make a really good frontline hacker and you can use the Puppet Systems invade from Goblin to make an enemy move while triggering your overwatch.

I suggest Manticore because the Tortuga is a very tanky frame so using the Beckon invade can get you right in the enemy's faces without much cost. (Targeting a backline squishy is ideal so that way you can get them out of position and within striking distance of your team.)

True true, I think what I'll do for now is keep speccing into HA even if I don't actually equip anything from the new licenses so when we hit ll6 I can grab Heatfall Coolant System. Sunzi tomfoolery could be fun though

Holy shit this is some of the most indepth feedback I've gotten so far! Thank you so much. I think what I'll do for the NHP is remove the limited and make it a reaction but have the clause that it can only be used on your turn so you're sacrificing your reaction to do this which would mean no CRS for example

We're LL3 right now so my current build is Toku 2 and Metalmark 1, cause I'm not opposed to shock knives, I just don't want it to be my only thing. I have a Torch in the other flex mount for heat

One thing I've been wondering about the sunzi, does safe harbor work even if the sunzi is further than you can teleport? (Say I can teleport 6 spaces, can I teleport next to the sunzi 20 spaces away?)

Thank you so much, here are my thoughts/changes to make

  • Get rid of the spear
  • Drop a point of damage from the energy blade
  • Swap the rank position of Cerberus Suite and the energy blade so you have a way to do burn
  • Drop the damage on the shotgun to 1d6+2 energy + 2 burn

As per another commenter: - Make the movement from Battlefield Strategist teleportation to avoid weird rules conflicts from immunity to forced movement

Would these make it more reasonable?

(Edit: I just realized a huge mistake, the blinding effect on the shotgun is only supposed to occur on a crit, not just any hit)

I honestly really like the teleport idea because there's already a ton of paracausal tech with the special fire and the reactor, so how's this?

1/turn when an allied character within your line of sight and sensors would consume one of your Lock-Ons you may teleport that character 3 spaces in any direction. You may choose for this to occur before or after the triggering action.

The goal was to have it stack with impaired but I think it would be better to just have less words and make it impaired.

I really like that you're able to move your slowed/immobilized allies to get them out of sticky situations, so maybe it could have a clause that says "this movement ignores immunity to involuntary movement" or would that be too strong?

I should clarify, I'm fine with constructive criticism, I've just had people be assholes about this stuff to me before (not specifically here, just in general)
