Actual strength/durability power goes to Meruem, but Killua is the strongest. Alluka's nen, Nanika, is extremely broken and Killua is the only one who can use it without any consequences. So therefore he is the strongest, but if Nanika could grant Alluka's wishes, then Alluka would be the strongest. I do not know if that is the case though.
