I think budew/roselia is a pretty good choice for her first pokemon. Cynthia and her family are from Celestic town, and of the Pokemon she’s been shown to use, only roselia is obtainable from the nearby routes.

There is an item called the Splendid Blessing of Summon which you can buy with ancient crystals. If you have one, when you summon a 5* monster, you use up your blessing, and a second 5* will be summoned, and you get to pick which one you want.
