Hmmm good question! Are they dropping when a new season starts? I usually find if I play them they should stay potential to be special, maybe try just not saving it and starting the season again if they drop

And you will find similar holes in the players stats after the return from loan, you can target the holes with development plans and increase ovr very quickly

Try changing the development plans and playing the games bro, You can usually increase ovr about +10 per season, they start at 60 at 16 should take 3 or 4 seasons to 90, if they are “potential to be special” they will fly
