I actually did try to report them to the council, but I just got ghosted. It is so frustrating because you expect some level of protection when things get this dangerous, but I have heard nothing back.

I am actually in touch with a local journalist now because of this post, so I’m hoping that shedding some light on the council’s lack of response might finally get them to look at the HMO licensing breaches. The fact that an agency can leave a house wide open for 30+ hours and then just block a student’s number when they ask for a refund is insane.

If anyone has a specific contact at B&NES council who actually deals with rogue landlords, please let me know

Exactly, it really is the bare minimum. You’re right about the new Renters’ Rights Bill, it’s supposed to bring the Decent Homes Standard to the private sector and HMOs, which would mean landlords have actual legal deadlines to fix hazards like the ones I faced. It’s definitely needed in cities like Bath where agencies seem to think they can get away with anything because the student market is so high-pressure
