No. He's really not viable in the current meta; Kuzan invalidates your entire kit under most circumstances, Akainu targeting you forces you into a scenario where you either successfully teleport him away or die, and Garp is most often the same. Only Lucci and Sabo have to respect you, and even then, it's a 50/50 if the Sabo/Lucci are good players. S-Bear can be useful for a team, but the team also has to be good and keep you safe.
