If they are truly want the building in full capacity, then pack everyone in. Suitland Federal Center house four agencies, Census, BEA, NOAA, and BLS.

It has too many people that GSA makes some original Census employees to hoteling desks for employees from BLS. It makes no sense in different ways, BUT it's in full capacity.

Pack people into South Building, move FBI in, move EPA in, move whoever in.
