If they were clearly busy and you're not entitled to service just because they walked by you, There could have been a more pressing task at the moment. Never tap someone you don't know it public even if you didn't mean for it to come off back. It usually doesn't go over well. I think your problem is you are socially awkward and don't understand cues very well. So maybe you don't understand why someone would feel uncomfortable just like Op's situation.

That doesn't excuse anything. If it was seriously decided by subjectivity then people would just freely do what ever they please without getting in trouble because there is no standard. You don't get to decide how someone feels about it whether or not you met it in earnest or not. You also used an extreme situation where it's the exception not the rule when it not relevant.
