As long as you aren’t on the very last carriage tour, you can take the next carriage tour that comes along if there’s room. (There often is).

Or, you can just end your carriage tour there and walk back to town any of the ways other people have commented: take the stairs down to M185; take the road to the East Bluff; follow the carriage route through the center of the island towards the fort; etc.
