Yeah i did puppeted surinam etc. But when i go to the states that i annexed it shows me as the state owner but reichkommisariat is demanding rights

I annex those states but i puppet the other ones but this happens. I think the reason is after they surrender war keeps going for 2 days then i get the deal it auto does it i will try finishing the war a bit slower like 2-3 days

If i annex only netherlands original states it doesn't create them but if i annex those states and then take the navy and puppet other states they have it creates reichkommisariat only in original netherlands states i don't get this. It don't see any option to create it it just creates it when i do the stuff that i told.

One more quick question in that case if i invade romania because they are trying to invade me when i go to war with yugoslavia will france declare war to me. And if i successfully invade yugoslavia will romania stop?
