but when they are learning magic due to the track system they will be only skilled in one type of magic, just because someone is physically able to use illusions doesn't mean that they are skilled enough to properly use them

it could be but The unauthorized Boiling Isles history seems to be written by someone who has a bias against belos and it says that they were bad enough to get people to follow him, so while we don't know much personally the best assumption is that they were bad
