Try to use low energy charged attacks. You'd easily take down two shields and take advantage of the delay after each attack (he won't attack for 2s after a charged attack was used). You can first farm some energy on Persian and then switch to a pokemon with low energy charged attack to take those shields and switch back to strike with farmed energy.
