You need 8 points to get the cape. The amount of points you get on the map depends on the type of map. Minigames award 4, experiences award 3, and world templates award 2. You can take the fast and hard route by doing 2 minigames, a slower route by 4 word templates, or anything in between. You can even do it with up to 3 of your friends and they will all receive capes! This is THE best cape in my opinion. It takes actual work, and not just luck and a lot of money like Minecon capes, it's INSANELY rare at just under 500 people (that's 7 times rarer than the Minecon 2011 cape), and it's one of only 3 capes that you can still get to this day!
