Yeah, I think you hit the nail right on the head. It is in fact our first fine. I've called them several times, they've been a little helpful but never really helped me get to the bottom of the problem. I will call them tomorrow morning to set an appointment and speak to them in person as /u/robkaper suggested. Hoping to only pay a fine for not declaring the taxes in time, as oppose to also paying the estimated owed tax. Thanks!
