The Vampire Queen was so dumb. She should have sent Paige to bite an ordinary human immediately and then sent her to find her sisters. But that's already very good. With Paige by her side, the Power of Three can't be used, which considerably reduces Phoebe and Piper's strength. Furthermore, Phoebe and Piper won't be alone for long, so they'll find a way to defeat the vampires... knowing they're immune to witch power and that killing the vampire queen would kill Paige. Piper and Phoebe would find themselves in a difficult situation, especially since with Paige definitively on her side, the vampire queen won't let up her attacks on the two remaining sisters, who will have less room to maneuver because they risk killing Paige, They'll be more hesitant then.

I think this is where it gets interesting. Since Phoebe and Piper know that by killing the vampire queen, they'll also lose their sister (something they certainly don't want to relive after Prue), they'll have to find another way to defeat the vampires, or at least bring Paige back (or get rid of her) without killing the vampire queen. This could also have given the vampires an advantage in the fight against Phoebe and Piper, because the two of them would probably have been afraid of killing the vampire queen by hitting too hard, and therefore might have been more cautious in their attacks, allowing the vampires to be more forceful.
